                                  Amenities For Members Of Odisha Legislative Assembly 




The amenities provided to the Members of the Odisha Legistative Assembly are governed by the Odisha Legislative Assembly Members' Salary, Allowances and Pension Act, 1954, the Rules made under the Act and various circulars issued form time to time by the Government of Odisha. The following paragraphs indicate in brief the amenities provided to the Members. The relevant provisions of the Act and the Rules made thereunder and the circulars issued by the Government, may be consulted for detail.

1. Salary: ( Rs. 5000 per month )
A member is entitled to a salary of Rs.5000 per month. A Member may, if he so desires, forgo either in full or in part, his salary for any period not less than three consecutive months at a time during the tenure of his office, communicating the intention forthwith so to do to the Secretary of the Assembly.

2. Conveyance Allowance:( Rs. 2000 per month )
At the rate of Rs.2000/- per month.

3. Consolidated Allowance:( Rs. 3000 per month )
A Consolidated Allowance inclusive of Secretarial and Medical Allowance at the rate of Rs.3000/- per month is paid to all Members.

4. Fixed Travalling Allowance:( Rs. 4000 per month )
A Member is entitled to receive Rs.4000/- per month to defray the cost of travelling which is not connected with the business of the Assembly or a Committee thereof or a Committee or Body constituted by the State or Central Government by a resolution or an order.

4. A Books,Journals & periodicals Allowance(Rs. 200/- pm)
At the rate of Rs. 200/- per month.

4. B Electricity Consumption Allowance (Rs. 500/- pm)
At the rate of Rs. 500 /- per month.

5. Daily Allowance:
A Member is entitled to daily allowance of Rs.300 a day for each day of actual residence at the place where the Assembly or a Committee thereof meets or at a place to make an oath or affirmation as required under Article 188 of the Constitution of India including such continuous residence not exceeding two days before the commencement of the meeting and two days after the close of the meeting by prorogation or adjournment sine die.

6. Travelling Allowance:
A Member is entitled to the travelling allowance for the journey each way between his place of residence and place of meeting of the Assembly or a Committee or between such place of residence and place where the Member makes an oath or affirmation as required under Article 188 at the following rates:- (a) In case of journey by railway double the fare of the Two-Tier air conditioned class and in case of journey by steamer double the second class fare; and (b) In case of Journey by road one rupee and fifty paise for each Kilometre travelled provided that if a Member performs the journey in his/her own motor car he/she shall draw mileage of four rupees and fifty paise per Kilometre.

7. Tour outside the State:
A Member is entitled to the following Travelling Allowance and Daily Allowance for going outside the State for attending Conferences, Seminars, Meetings and study tours. (a) Journey by rail,air and road: mileage at the rate admissible to the first grade Government officers. (b) Daily Allowance: Rs.400 per day. (c) Where Government accommodation is not available, Members are entitled to reimbursement of accommodation charge of single room in Three-star hotel, besides the Daily Allowance.

8. Advance for purchase of vehicle :
A Member is entitled to an advance not exceeding Rs.1,00,000/- for purchase of a Jeep, Motor Cycle, Scooter or alike vehicle for use. Recovery of the said advance with interest shall be made from the salary of the Member concerned in not more than sixty consecutive monthly instalments.

9. Telephone facilities: (Rs. 5000/- per month)
The installation charge or the annual rental charge of the Telephone installation in the residence at Bhubaneswar or at the constituency of a Member shall be reimbursed. A member shall be entitled to receive Telephone Allowance of Rs. 5000 /- per month for local calls and trunk calls.

10. Medical facilities :
(1) A member is entitled free of charge to Medical attendance and treatment in a hospital or in his residence by the authorised Medical attendant. If occupying special accommodation such as cottage, special ward or Nursing Home attached to the hospital, he shall be liable to pay charges at the concessional rate as applicable to class-I Government servants. (2) Treatment outside the State: For teratment outside the State a Member is entitled to the following:- (i) Travelling Allowance, i.e. actual bus fare or charges on account of other means of communication or actual rail fare in the class to which he/she is entitled both ways. (ii) Actual bus fare or single railway fare both ways for the attendant authorised to accompany. (iii) Reimbursement of charges paid at the institution excluding dietary charges. (iv) Cost of admissible medicine purchased from outside.

11. Residential facilities at Bhubaneswar:
Furnished quarters are placed at the disposal of Assembly Secretariat by Government for allotment to Members at monthly rent of Rs.20/- per month excluding electricity charges. Garages are allotted to Members to keep their vehicles without rent.

12. Accommodation in Inspection Bungalow
A Member is entitled to free accommodation in Inspection Bungalow not for more than three consecutive days at a time subject to certain restriction as provided under the rules. They are, however, liable to pay electric charges and other charges (P.&S. Department Notification No.5292-Gen, Dated the 23rd April, 1962).

13. Bank and Post Office:
For the convenience of Members an extension counter of the United Bank of India and a Sub-Post Office are functioning in the Assembly Premises.

14. Dispensary:
A dispensary, with four beds, is functioning in the Assembly premises for the convenience of Members. Homoeopathic as well as Ayurvedic dispensaries are also functioning in the MLA Colony.

15. Railway Booking Office :
A Railway Booking and reservation office functions in the MLA Colony throughout the year for convenience of Members.

16. Consumer Co-operative Society :
A Branch of 'Alaka' a consumer co-operative society is functioning in the MLA Colony for the convenience of Members.

17. Supply of Identity Cards, D.O. Letter pads, etc.:
Members are supplied with Identity Cards to facilitate entry into the Assembly and the State Secretariat Buildings. D.O. letter pads and matching envelopes of different sizes are supplied to the Members free of cost.

18. Research, Information, Library and Training (RILT) Service:
There is a well equipped Library with up-to-date Reference Service for the use of Members.

19. Members' Amenities Committee :
A Committee, namely "Members' Amenities Committee" is there to look to the accommodation and other amenities of Members at Bhubaneswar.

20. Notice Office-cum-Members' Assistance Branch : A Notice Office-cum-Members' Assistance Branch functioning in the ground floor of Assembly Secretariat receives all notices and Communications from Members, supplies forms, attends to various queries of Members and renders general assistance to Members in regard to Assembly work. With a view to provide typing assistance to Members the Notice office renders stenographic and typing assistance to Members/Ex- Members in respect of urgent business of the House such as urgent notices and short communications to the Speaker or Secertary, as the case may be, and Ministers as well as other official typing works.

21. Other Facilities:
(1) Allotment of two L.P.G connections on priority basis to each member during his tenure of office. (2) Application for allotment of old Military vehicle are sponsored to the Ministry of Defence, Government of India and their allotment etc. are monitored. (3) Supply of ration cards to Members for essential commodities through this Secertariat. (4) Collection of annual tax of two-wheelers/ four wheelers through this Secretariat.





The Chief Minister is entitled to the following facilities

1. Salary: Rs.7000 per month

2. Car Allowance: Rs.3000 per month

3. Sumptuary Allowance: Rs.10000 per month

4. Daily Allowance: Inside the State Rs.300/- .
                                 Outside the State Rs.400/-

5. Travelling Allowance:
    i. Journey by Road: A Minister when travelling on duty by his own car may draw a road mileage @ Rs.4.50 per K.M. or when a conveyance provided at the expense of Government or otherwise, may draw mileage allowance as admissible to Government servant of the first grade on tour under the Odisha Travelling Allowance Rules.

    ii. Journey partly by Rail and partly by Road: He may draw in addition to the mileage admissible for the journey performed by him in his own car and travelling allowance admissible for the journey by rail, road mileage at half the ordinary rate for the distance by road between the places connected by rail.

    iii. Journey by Air: Minister is entitled to draw air fare actually paid by him and daily allowance as admissible. He is also entitled to draw air fare actually paid for not more than one personal attendant at the lowest class rate.

6. Sitting Allowance: Rs.150/-per day for attending sitting of the Assembly.

7. Advance for purchase of Motor Car: Rs.1,00,000/-in the first instance and Rs.70,000 in the second and subsequent instances. Recovery of the said advance with interest shall be made from the salary of the Minister concerned in not more than sixty consecutive monthly installments.

8.Free Travelling Facilities: Every Minister is provided with railway coupons to travel without payment of any fare by First class by any railway in India for a distance of 6000 KMs in a year and road transport coupons to travel without payment of any fare by any state carriage within the state for a distance of 10,000 KMs in a year.

9. Journey outside India: A Minister proceeding on duty outside India will be entitled to draw the allowances sanctioned according to special orders of Government to be issued for the occasion.

10. Medical Facilities: A Minister shall be entitled to the same medical facilities as are permissible to a Class-I Government servant.

11. Accommodation: A Minister throughout his term of office and for a period of 15 days immediately thereafter, be entitled without payment of rent to the use of a furnished residence or in lieu thereof a house-rent allowance of Rs.100 per mensem.

12. Electric Facilities: Two-fifth of the electric energy utilised at the residential office of Ministers shall be borne by the Government.

13. Telephone Facilities: No monetary limit on telephone bills has been fixed. [ However, in view of the severe drought situation prevailing in the state, the Government have prescribed limit of Rs.15,000/-per month on telephone (both- office and residence) of Minister]

14. Newspaper and periodicals: A sum of Rs.500 per month for purchase of Newspaper and periodicals, according to their choice.

15. Entertainment of Guests: A sum of Rs.2000 per quarter (three months) towards entertainment of guests.

The Deputy Chief Minister is entitled to the following facilities

1. Salary:Rs.6500 per month

2. Car Allowance: Rs.3000 per month

3. Sumptuary Allowance: Rs.9500 per month

4. Daily Allowance: Inside the State Rs.300/- .\
                                 Out side the State Rs.400/-

5. Travelling Allowance:
    i. The Speaker is entitled to the following facilities.

1. Salary: Rs.6500 per month

4. Daily Allowance: As admissible to a member of the Council of Ministers.

5. Travelling Allowance: As admissible to a member of the Council of Ministers.

6. Sitting Allowance: Rs.150/-per day for attending Assembly Session or Committee.

7. Advance for purchase of Motor Car : A repayable advance for purchase of Motorcar as admissible from time to time to a Member of the Council of Ministers.

8. Free Travelling Facilities: The Speaker is provided with railway coupons to travel without payment of any fare by First class by any railway in India for a distance of 6000 KMs in a year and road transport coupons to travel without payment of any fare by any state carriage within the state for a distance of 10,000 KMs in a year.

9. Journey outside India: As admissible to a member of the Council of Ministers.

11. Accommodation: The Speaker shall throughout his term of office and for a period of 15 days immediately thereafter, be entitled without payment of rent to the use of a furnished residence or in lieu thereof a house-rent allowance of Rs.100 per mensem.

The Deputy Speaker is entitled to the following facilities.

1. Salary: Rs.5500 per month

2. Car Allowance: Rs.3000 per month

3. Sumptuary Allowance: Rs.7500 per month

4. Daily Allowance: As admissible to a member of the Council of Ministers.
                                [ Inside the State - Rs.300/- Outside the State - Rs.400/-]

5. Travelling Allowance: As admissible to a member of the Council of Ministers.

6. Sitting Allowance: Rs.150/-per day for attending Assembly Session or Committee.

7. Advance for purchase of Motor Car : Rs.1,00,000/-in the first instance and Rs.70,000 in the second and subsequent instances. Recovery of the said advance with interest shall be made from the salary of the Deputy Speaker concerned in not more than sixty consecutive monthly instalments.

8. Free Travelling Facilities: The Deputy Speaker is provided with rail way coupons to travel without payment of any fare by First Class by any railway in India for a distance of 6000 KMs in a year and road transport coupons to travel without payment of any fare by any state carriage within the state for a distance of 10,000 KMs in a year.

9. Journey outside India: As admissible to a member of the Council of Ministers.

(1) Pension to Ex-Members: Every person who has served as a Member of the Odisha Legislative Assembly for a minimum period of two years whether continuous or not shall be entitled to receive a pension at the rate of Rs, 3000 per month. He / She is also entitled to additional pension of Rs. 400 per month for every year in excess of five years. The additional pension together with the pension shall not exceed Rs.10000/- per month.

(2) Family pension to spouse: In the event of the death of a Member who was eligible for pension or already in receipt of pension his/her spouse shall be entitled to receive a family pension a sum equivalent to such pension till his/her death or remarriage,whichever is earlier. In the event of death of a Member while continuing in office as such, whose spouse is not entitled to receive family pension is entitled to the family pension till his/her death or remarriage whichever is earlier, a sum equivalent to amount which the Member would have received had he held office for a period of two years as a Member.

(3) Assembly Guest House : Ex-Members, Ex-M,Ps, and Sitting M,Ps are provided accommodation in Assembly Guest House on payment of charges as may be fixed from time to time.




The Leader of Opposition is entitled to the following facilities:-

1. Salary Rs.6000 per month

2. Sumptuary Allowance Rs.9,000 per month.

3. Car Allowance Rs.3,000 per month for up keep of a car.

4. Supply of newspapers and other Governmment publications at Government cost.

5. Telephone and trunk call facilities as admissible to Ministers.

6. Electric facilities as admissible to Ministers in accordance with G.O. No. 6761-A., dated the 30th April 1954.

7. A repayable advance for purchase of a motor car to which the Odisha Ministers' Motor Car Advance Rules, 1967 shall mutatis mutandis apply.

8. Services of the staff as admissible to Ministers and such staff shall be entitled to special pay as admissible to the personal staff of the Ministers.

The Government Chief Whip is entitled to the followiing facilities :-

1. Salary Rs. 6000 per month

2. Sumptuary Allowance Rs. 9000 per month.

3. Car Allowance Rs. 3000 per month.

4. Supply of newspapers and other Government publications at Government Cost.

5. Telephone and trunk call facilities as admissible to Ministers.

6. Electric facilities as admissible to Ministers in accordance with G.O. No. 6761- A, dated the 30th April, 1954.

1. Salary Rs.5000 per month

2. Sumptuary Allowance Rs. 7000 per month.

3. Car Allowance Rs.3000 per month.

4. Supply of newspapers and other Government publications at Government Cost.

5. Telephone and trunk call facilities as admissible to Deputy Minister.

6. Electric facilities as admissible to Deputy Ministers in accordance with G.O. No.6761-A, dated the 30th April,1954.

7. A repayable advance for purchase of motor car to which the Odisha Ministers' Motor Car Advance Rules, 1967 shall mutatis mutandis apply.

8. Service of the staff as admissible to Deputy Ministers and such staff shall be entitled to special pay as admissible to the personal staff of the Deputy Ministers respectively.
